At Alma Mía Foundation, it is a civil society, dedicated to the exaltation and improvement of the virtues of man in community. and we rely on the principles represented by the ideals of Liberty, Equality and Fraternity; And we are a group of people who know that the best solutions are given by the people most affected by the problem.  Applying Ethics, Morals, Philanthropy, Science, Work and Justice. 

We are determined to work for an orderly Civilization, friendly to the Environment. And with what is necessary to discover our potential. And that is why we will raise the flag of the Sustainable Development Goals (SDG). Our desire is that we can all discover our goals and understand that it is the reality of being able to reach them, with effort and work in communion between all the actors. We were born in October 2013 and we were observing attentively how our future was managed and with joy we received what would be our founding cubic stone and that is how it happened; On September 25, 2015, within the United Nations and the 193 UN Member States approved the 2030 Agenda for Sustainable Development, within the framework of its General Assembly.

In the document, they recognized that the eradication of poverty, in all its forms and dimensions, is the greatest challenge facing the world and  that the SDGs are integrated and indivisible and combine the three dimensions of development: Economic, Social and Environmental (United Nations, 2015). The founding document is called:

"Transform our world, using the 2030 Agenda for sustainable development, SDG, as a tool."

This initiative recognizes that the eradication of poverty in all its forms and dimensions, including extreme poverty, is the greatest challenge facing the world and constitutes an indispensable requirement for sustainable development.

It proposes a virtuous articulation between economic growth, social inclusion and environmental protection.
In the 2030 Agenda, the 17 Sustainable Development Goals (SDGs) and their 169 targets are announced.

The SDGs are the result of a three-year, transparent, participatory process and constitute an agreement without  precedents around sustainable development priorities.

They have received worldwide support from civil society, business sectors and parliamentarians, among others.

They have a global character and are universally applicable, taking into account the different realities of each country.

They are interdependent on each other and need to be applied in an integrated manner.
At the beginning of 2016, Argentina began the process of adapting the SDGs to the national reality.

It was determined that the National Council for the Coordination of Social Policies would prioritize the goals of the SDGs according to the Goals and Priorities of the National Government, in particular, regarding the aspirational objective of eliminating poverty.

This prioritization of goals was delivered for their consideration and analysis to all the ministries and agencies of the National Executive Power.

Based on this prioritization, a work process began in commissions, consultations and cross-sectional reviews.

As a corollary of our effort  On June 3, 2021, the Law for the Implementation of Comprehensive Environmental Education in the Argentine Republic was published in the Official Gazette under No. 27,621 (hereinafter “Law 27,621”), which aims to establish the right to comprehensive environmental education as a national public policy in accordance with the provisions of article 41 of the National Constitution and in accordance with the provisions of article 8 of the General Environmental Law No. 25,675; Article 89 of the National Education Law No. 26,206; and other related laws such as the Environmental Water Management Regime Law No. 25,688; Household Waste Management Law No. 25,916; Native Forest Law No. 26,331; Glacier Law No. 26,639; Fire Management Law No. 26,815; and international treaties and agreements on the matter.

Law 27,621 establishes the definitions of Comprehensive Environmental Education (EAI), National Strategy for Comprehensive Environmental Education (ENEAI), National Strategy for Sustainability in Argentine Universities (ENSUA), Jurisdictional Strategy for Comprehensive Environmental Education (EJEAI), Executive Coordination of the National Strategy for Comprehensive Environmental Education (CENEAI) and Executive Coordination of the Jurisdictional Strategy for Comprehensive Environmental Education (CEJEAI).

Likewise, Law 27,621 establishes the following principles of comprehensive environmental education:

  • Interpretive and holistic approach

  • Respect and value of biodiversity.

  • Equity principle.

  • Equality principle from a gender perspective.

  • Recognition of cultural diversity: the rescue and preservation of the cultures of indigenous peoples.

  • Citizen participation and training.

  • The care of the natural and cultural heritage.

  • Environmental problems and socio-historical processes.

  • Education in values.

  • Critical and innovative thinking.

  • The citizen exercise of the right to a healthy environment.

The National Strategy for Comprehensive Environmental Education (hereinafter "ENEAI") will be the main instrument of environmental education policy throughout the national territory. The objectives of the implementation of the ENEAI are:

  • Promote the preparation and development of the ENEAI and the Jurisdictional Strategies for Comprehensive Environmental Education (hereinafter "EJEAI"); and its operational implementation, guaranteeing the creation and existence of a specific program area.

  • Determine, by the educational authority, the modality of articulation of the integral environmental education component in the formal sphere, in order to comply with the ENEAI and the EJEAI.

  • Develop at the national level and with the participation of the jurisdictions a study of environmental perception on the different target audiences that allows establishing a baseline aimed at adjusting the ENEAI and the corresponding EJEAI to the reality of the territories in reference to the needs and demands of its implementation.

  • Strengthen technical capacities for the implementation of the strategy, through the professionalization of the human resources involved in all jurisdictions, through undergraduate and postgraduate training and improvement.

  • Prepare and design national policies and guide jurisdictional policies, strategies and actions for comprehensive environmental education, in accordance with the approaches of Law 27,621.

  • Achieve the broadest territorial, social and sectoral coverage at the national level and promote the EJEAIs together with mechanisms of social agreement and inter-institutional management, guaranteeing systematic, coherent, continuous and sustainable management of environmental education.

  • Generate basic and fundamental social consensus on which to establish thematic agreements and strategic and conjunctural priorities, referring to the contents of comprehensive national environmental education and its federalization.

  • Create a repository of comprehensive environmental education experiences accessible by computerized procedures via the internet.

  • Generate and manage the mechanisms that facilitate the systematic compliance of the 2030 Agenda with its Sustainable Development Goals and / or those that are agreed in the future.

  • Promote consensus that guarantees long-term sustainability for the prevention and control of processes that can produce depredative and irreversible environmental impacts.

  • Promote Comprehensive Environmental Education programs in the training of agents of the national, provincial and municipal public administration and technical assistance to government sectors that require it, for the development of their programs and projects within the framework of the ENEAI.

  • Prepare, publish and distribute official and free Environmental Education materials in all available and appropriate supports in accordance with the principles established in Law 27.621.

In addition, Law 27,621 establishes that the ENEAI is a shared responsibility, with differentiated powers and powers, between the Ministry of the Environment and Sustainable Development and the Ministry of Education, in coordination with the Federal Council for the Environment and the Federal Council for Education. Thus, the Ministry of Environment and Sustainable Development of the Nation will have the power to implement the ENEAI and the EJEAIs in the field of non-formal education, Information and Communication Technologies (ICT) and the media; while the Ministry of Education will have the power to implement them in the fields of formal and non-formal education, Information and Communication Technologies (ICT) and the media.

The ENEAI will become operational through permanent interministerial, interjurisdictional and intersectoral articulation, through the Executive Coordination of the National Strategy for Comprehensive Environmental Education (hereinafter "CENEAI"), assisted by an Advisory Council made up of society organizations. civil, both created by this Law.

The CENEAI will be in charge of making effective the objectives of the implementation of the ENEAI and will be made up of representatives of the Ministry of Environment and Sustainable Development of the Nation, the Ministry of Education of the Nation, the Federal Council of the Environment and the Federal Council of Education. Likewise, the provinces and the Autonomous City of Buenos Aires are recommended to create in their jurisdictions the Executive Coordination of the Jurisdictional Strategy for Comprehensive Environmental Education as a scope for management, coordination and implementation of the Jurisdictional Strategy for Comprehensive Environmental Education.

The Advisory Council of the National Strategy for Environmental Education will have the function of assisting and advising the enforcement authorities in the implementation of the ENAI. Its members, as well as the members of the CENEAI, will carry out their positions ad honorem, not being able to receive any remuneration or consideration for integrating said bodies.

The CENEAI will have the mission of generating the appropriate mechanisms to make the provisions of Law 27,621 visible and periodically reviewing the ENEAI, attending as a minimum and specifically:

  • Ensure the administration, management and implementation of ENEAI in all areas of application.

  • The effective incorporation and transversal management of environmental education at all levels and modalities of the national educational system.

  • The formulation of national environmental education programs in the field of initial and continuing teacher training, at all levels and modalities of the national educational system.

  • The elaboration of theoretical and methodological guidelines on environmental education to be incorporated into scientific, technological and technical training in the social sciences and citizen training.

  • The training and technical assistance of the agents of the public administration of the different jurisdictions.

  • The preparation and publication of official and free environmental education materials.

  • The identification of needs and interests of the community and priorities of the country and its regions on the subject.

  • The promotion of the strengthening of the actions of civil society organizations that include environmental education among their purposes, seeking their articulation with the ENEAI.

  • The impulse in the execution of permanent public campaigns of communication and environmental education of wide scope.

  • The wide and regular dissemination of the information and knowledge that the ENEAI process generates in the different instances involved.

  • The generation of an annual report on the ENEAI's progress to present to the Legislative Power and the public (article 18 of the General Environmental Law).

  • The production of awareness campaigns and audiovisual content to be disseminated by the public or private media system

The CENEAI will be convened within a period of no more than 90 days from the entry into force of the Law and will carry out a review and update of the ENEAI that reflects the consensus reached and establishes the operational framework for its implementation. The resulting consensus document and the derivatives produced by the CENEAI will be complemented by the Jurisdictional Strategies for Environmental Education, in order to establish the updated document of the ENEAI as the National Policy for Comprehensive Environmental Education.

Finally, Law 27,621 incorporates as subsection g) of article 92 (curricular contents) of the National Education Law the following text: “The awareness of the importance of the environment, biodiversity and natural resources, their respect, conservation, preservation and prevention of damage, in accordance with article 41 of the National Constitution, law 25,675 and special laws on the matter and international conventions on the environment ”.
